Tromsø or Rovaniemi: Norwegian or Finnish Lapland?
Tromsø is in Norway, not Finnish Lapland: a coastal city above the Arctic Circle, surrounded by fjords, with a true polar night that Visit Tromsø gives as late November to mid-January. Rovaniemi is inland, on the Arctic Circle, and keeps a short but real daylight even at the solstice, about 2 hours 15 minutes on 21 December. Tromsø suits someone who wants a city built around fjords and mountains. Rovaniemi gives you Santa Claus Village, a wider choice of Finnish bases nearby, and an overnight train from Helsinki.
The two in one table
Tromsø is coastal Norway, not Finnish Lapland. It turns up in the same search because it sells the same trip, a Northern Lights city break above the Arctic Circle.

| Measure | Tromsø | Rovaniemi |
|---|---|---|
| What it is | A coastal city in Arctic Norway, above the Arctic Circle, surrounded by fjords; Visit Tromsø describes it as where “urban experiences meet raw Arctic nature” | The capital of Finnish Lapland, an inland city on the Arctic Circle |
| Getting there | Tromsø Airport; Avinor’s own page lists British Airways and easyJet among its carriers, alongside SAS, Norwegian, Air France, Austrian Airlines and Eurowings, though we could not confirm which routes run in a given winter | Rovaniemi Airport, 10 km from the centre, with direct flights from several UK airports in winter |
| Darkness around the shortest day | Polar night: Visit Tromsø gives it as late November to mid-January, with only a few hours of twilight each day | The sun still rises: about 2 hours 15 minutes of daylight in Rovaniemi on 21 December |
| Northern Lights season | Late August to early April on Visit Tromsø’s own Northern Lights page. Its front page also gives September to early April, so the tourist board is not consistent with itself | Late August to early April, by Visit Rovaniemi’s dates |
| Temperature | Normal monthly mean -1.7 °C in December, -3.0 °C in January (Yr, Tromsø Vervarslinga; the source does not print its reference period) | -7.7 °C in December and -10.3 °C in January as normal monthly means (FMI, Rovaniemi airport, 1991 to 2020) |
| Snow depth | No comparison. Norway publishes no snow-depth normal we could read, and observed depths from one winter are not the same kind of number as a thirty-year median | Median 28 cm on 15 December, at Rovaniemi’s airport station (1991 to 2020) |
| Price band | Six places publish a price on their own site, from the Fjellheisen cable car at 645 NOK return for an adult; our list of things to do in Tromsø has them all | Arktikum’s museum from 22 EUR, checked on its own site |
| If the weather cancels a tour | Indoor options Visit Tromsø names on its own attractions page: the Arctic Cathedral, Polaria, the Polar Museum and the Science Centre of Northern Norway | Arktikum’s museum and Santa Claus Village’s shops and cafés, indoors and a bus ride from central Rovaniemi |
| Who it is not for | Anyone travelling by train: there is no rail line to Tromsø | Anyone who wants a coastal city built around fjords rather than a river city on the Arctic Circle |
The cold, and the currency
Two rows in that table are thinner than the rest, and both gaps are ours.
Tromsø’s coastal position is commonly said to keep its winters milder than an inland Arctic place at the same latitude. We could not find a Norwegian Meteorological Institute climate-normals page we were able to read, so the Tromsø figures in the table are Yr’s normal monthly means, and Yr does not say which reference period they cover. They bear the saying out: a December mean of -1.7 °C in Tromsø against -7.7 °C at Rovaniemi airport. Read them as a direction rather than a like-for-like measurement, because Rovaniemi’s come from FMI’s own 1991 to 2020 report and the two are not measured the same way.
Currency stays separate for the same reason. Norway prices in NOK, Finland in EUR, and this page converts neither into the other. Where a NOK figure would not come off an operator’s own page, the table says so and stops there.
Rovaniemi to Tromsø direct, in summer at least
Nobody says you have to pick one. Finavia’s own route listing for summer and autumn 2026 shows Finnair flying Rovaniemi to Tromsø direct in that season. Whether the same route runs in winter is a question Finavia’s pages did not answer for us. Check the airline’s own timetable for your dates. Do not assume the summer route repeats. By road, Visit Tromsø says long-distance buses link Tromsø with Rovaniemi in the summer months and from December to March, but the Finnish operator’s own page shows a summer service only. Our guide to flights to Tromsø sets the two accounts side by side; ask the operator about your dates before you rely on a winter bus.

When the answer flips
- Tromsø, if a coastal city with fjords and a longer polar night is the point of the trip. Visit Tromsø’s polar night runs from late November to mid-January; Rovaniemi keeps a short daylight even at the solstice.
- Neither, if the start of the aurora season is what decides it. Visit Rovaniemi and Visit Tromsø’s Northern Lights page both give late August to early April. Visit Tromsø’s front page also says September, and that is the tourist board disagreeing with itself, not a difference between the two places.
- Rovaniemi, if you want to arrive by train. Our train guide covers VR’s overnight service from Helsinki. No equivalent rail line reaches Tromsø.
- Finland, if you want several bases in one country within a few hours of each other. Rovaniemi, Levi and Ylläs sit close together. This page compares Tromsø as a single city, because that is how the search for it is usually framed.
Who this is not for
Neither guarantees the Northern Lights: cloud is the usual reason people see nothing, in Norway as in Finland. This page compares Tromsø against Rovaniemi only and is not a guide to the rest of Northern Norway. Tromsø now has its own pages here, and they say where they are thinner than our Finnish ones.
